Yes that is true. A lot of lag is caused by a bunch of crap you don't need running in the background. This stuff uses your system resources and some of wastes bandwidth by connecting to the internet to update. It is a good ideal to not let programs start when windows loads. I also recommend that you set any programs to only check for updates when they are started. If you have a very good video card then setting the graphics low won't help that much. I have an old Nvidea Geforce 4000 in one of my machines. It lagged horribly, and DCed frequently until I tuned down the graphics setting for 2moons.
