[Guide]How to get the Map Code of Port Lux

jsut a quick question, so in order to do the nation quest later on, i still have to do all these lower level quest?

OR is this JUST for the port lux map?

Anyway you'll need all the story quests to pick your nation so, I'd rather do them all now ^^ .
