You should try to use the search button, or just check the sticky threads, for example the Rappelz PRIVATE SERVER Commands thread, which explains how to create an account manually through the SQL Management Studio.

HOW TO - Create an account manually through database:
Log into your database, open Auth and right click (Edit first 200 Rows) on db.accounts.

The table should look like this:
[Only registered and activated users can see links. Click Here To Register...]

Create a new line and use any account_id (ideal: last + 1), enter the login_name you want, and for password use this site [Only registered and activated users can see links. Click Here To Register...] and write 2011anything (2011 is the MD5 key followed by the password you want). Copy & paste the MD5 Hash into the password field. Then just copy all the other fields from the one above and save. That's it.
