Hmm stigma are you sure ? Lol it works indeed... it resets the cool down BUT with debuffs it doesnt actually works. My point is the cool down is reseted but when you use it again after the reset the debuff doesnt have any effect and the cool time well... there is any ... it's more like a dummy spell acutally. At least this happens few secs after the reset.
