I don't post on there I just read and yea I agree with you they are gonna collect the money and then when the MHTC server works again they are going to be like...yea we fix the server so we don't need to make a new one

I don't think MHTC server is really down. You know why we needed new media.pk2? Because the IP of the server is in the media.pk2, the server changed his addres so we needed a new media.pk2 to connect to the server again. I think chinese moved their server on a different line with dynamic IP, or may be they found a way to change server IP everytime. So everytime they change IP we need a new media.pk2 or to change the IP in it. If someone ever played on lineage 2 private server it's like l2director for server with dynamic IP, everytime the server restart it has a new IP and you have to run l2director so the host file changes to the new IP. May be with pSRO it's the same, if hey restart the server the IP change so GMs provided chinese people a way to modify the media.pk2 with the new IP. May be I'm wrong but I don't believe the server is down at the moment and I think it isn't been down for 5 days last week. I think it was up with a different IP and only chinese people knew how to connect.

thats y im saying, look there has to be a website out there that they provide chinese people to use and get informed...we can find that website and then we can go in...or if its not on then find out whats going on

This does make a lot of sense. Before the server went down the first time yesterday, I was getting a horse in Hotan. The usual 5-10 bots were standing there in the same spot. there were probably 4-6 chinese and a couple English bots. When the server went down, I got in with sockscap. the same Chinese bots were still there but not the English.
I would guess that this "server" is someones home computer. Just reset the modem and get a new dynamic IP. Give a patch out to your community, and keep the rest out. Ocean probably got a "leaked" patch, which is what we used for 2-3 hours yesterday. It could be what they did the second time the server went down and sockscap quit working.
If it is this way, I would think it would be possible to find the ISP they are using, Find the range of the IP addresses, and use something like Net Brute to probe anything using ports 15778 & 15779?
I think Silkroad is the only thing that uses those ports

I don't know if this means anything or not. In the last media.pk2 file, the login server was:

srlogin1.171rf.cn
(202.153.106.157)
While the old media.pk2 file was:

srlogin1.525u.net
srlogin2.525u.net
(202.153.106.163)

Notice the IP range here?
....It may be a start...

I use a media.pk2 editor. There is a thread here [Only registered and activated users can see links. Click Here To Register...]
There is a download for it about halfway down. It takes a few minutes to extract the pk2 file.
