Ip limit minuses

In other countries, an ISP provides only 1 IP and is shared by thousands of users!
For example my ISP give me my WAN IP as 120.82.95.205.
That IP address is shared, I am not the only one who is using that IP address within my country. There are thousands!

How do you think, Rapidshare, Hotfile or any free download site says "You have reached your download limit, someone has already used your IP" where you didn't download anything at the first place?

That alone proves that some of our ISP only gives 1 IP and is shared by thousands.
This is bullshit, they don't care about players who plays in Cyber shop WHO happened to have 1 IP as well!

Fuck that.

And i said, that he is not correct, that if we have inside ip, we cannot change the outside like with router. So that means, it isn't checking with outside ip, coz noone then ever got the problem with ip. ( It will change every time )
