Sorry if I'm breaking your dreams boys, and correct me if I'm wrong
But the level (xp) and the unique drop rate level range is a whole other story
Unless webzen changed the values it stays the same : Every mob wich is 1-2 lvls higher or lower then the unique drops the unique
Example : Blode ring lvl 53 , lvl 51 euriale soldiers, lvl 52 walaya bodyguards, lvl 53 duriven, lvl 55 robatoms

Xp is something you get from every mob, but webzen must place the unique ring/neck in the drop thing of a mob, atleast that is how i think

So yes you can drop shuta when YOU are lvl 31, but you were able before the update aswell

the lvl 31 mobs in FoS got a new attack with more dmg
so maybe it´s a sign for shuta possibility cause they´ve been made stronger

well lvl 31 cf mobs do drop 26 armors
so maybe shuta too
