Yes they are called Wiseman stones, yes you can get sarzarans, you were able to refine the sarzarans to lvl 4 from the wiseman stones before but I am not sure about that now, also there is very slight chance to get ashtals from them, scions I am not sure about but I would assume so.

i am levelling my alchemy atm... level 6 atm goes very slow let my bot play overnight etc hope to be level 10 end of this week and then I hope to make some wise mans stone and will give a list with what you can find in them...^^
