Nobody said the decrypter itself is going to give you loads of gold or exp. It's just decrypter/encrypter of clientside INI files. A proof of concept, that having 15mins of free time i was able to beat this simple encryption. What are you going to do with it, its basically not my business :). Chances that modifying INI files will make a good hack are close to zero I believe. Maybe some graphic hacks for pixel based bots, dunno, YOU got the tool so TRY :]
As Ive already mentioned many times, getting a working hack is manipulating packets, mostly packets sent to server. And these, as all interested people know, are encrypted as well. Highly or not, well I won't comment this :p Let me put it this way, it can be done ;) But beating the encryption is not the whole case. Then comes the time to actually experiment, try to send unexpected data to server in format it recognizes but with values it might not be prepared for. This and some luck may lead to a hack :P
Nobody will give you a good hack. Hacks are precious and good hacks never leak to public [in theory], especially those that might bring some income.
