Palavia is very safe, just dont bot more than 10h/day and it should be OK.

No, only the botting account

The maximum speed for Citadel, even with fullspeed confi and ability, is 540.
Because DO is bugged right now, you can take a citadel without any speed engines and activate the ability and there you go. You don't need any other things to do - you have 540 speed AND it stays.
