Hey, as far as I remember, you need an ID card and a residence proof (for instance, a gaz bill / phone bill etc.) to an address in the country you want the payment to be changed to, or at least for french support, but I assume it's the same policy for every country.
If you have a trustworthy friend in Venezuela or Russia for instance, simply ask him for a ID card / passport / driver license scan and a gaz bill and you should be able to change your payment country,
but be careful about who you choose because they can get the account back without your permission, if they have your first username / ID card matching the name registered on the account / payments proofs etc..
