It's really too bad they fixed the only way to avoid getting caught.. If you had been asking the same question two months ago, I could have shared a way that not many people seemed to know of: manual transfers. Yes, the method required support staff, and yes, it cost you 2.6k RP (or 5.2k RP if you went EUW -> EUNE -> back to EUW), but that was a way for anyone on EU to avoid the ban.
Anyhow, as YappyT said, they have no way to guardanteed that you won't get caught/banned, but they do have some "countermeasures" to lessen the odds: Guardian runs the bots through a VPN/proxies, and the names *unless my memory fails me* are "proper" and random generated (f.e. LeetChandrian123 or DarkKidzor2003), instead of being "Zymmref00001" "Zymmref00002" etc.
Edit: Actually, I just noticed your actual question: guardanteed that you wont
_BANNED_.. Only very few people (as far as I've heard) have gotten an actual
BAN for referrals. What riot does most of the time if they catch you is remove the rewards you got for the refs (or stuff equal to the same amount of IP/RP), sometimes you get lucky and keep some extra skins or such, sometimes you dont. Ontop of that there's the whole ineligible for RaF program after being caught thing, but I guess that's pretty minor.

You can always just deal with the man himself (Guardian), by adding that-random-dude on skype. Granted, his schedule might not fit yours, but if you don't like one of his customer servicer's thats definitely a workaround to that 'problem'.

I think the best way for you to get in touch with them would be to add the man in charge of PSC payments, 'xs0n3yx' (ePvP: .aNNddii#), on skype. They're probably having a lot of traffic atm, atleast by the looks of this thread, so your request for them to add you on skype could get buried pretty fast (plus you might end up having a scammer contact you using a spoofed skype).
