Okay I had this problem too, here's what you do. If you clicked cablemain.exe or cable.exe or even extracted the partial english patch (Install the english patch AFTER you make your character), you need to re-extract the redcable files from the begging. After you downloaded the and extracted redcableonline client and the wudjit patch and renamed the chinese-charactered file to something like "Launcher.exe" it should work (Thats how I got it working).
If that doesn't work, re-extract the redcable files and click on cablemain.exe, then it should update one file in the launcher thing, then extract the wudijt patch, rename hinese-charactered file to something like "Launcher.exe" ...

If you can see those Chinese characters, thats how you know you have the Chinese laungauge pack installed. If they appear as Î޵оªÌ춯µØ×¢² or boxes, then you know you don't have the language pack.
