Then something is wrong with your Epvper Account because this HWID is not registered.

my main acc banned 3 days ago so i opened this acc banned acc and this acc's HWID's is the same

Can be.
Ask a Admin for that, maybe he can reset your HWID's from the banned Accounts.

Acc doesn't matter...i think all users have different HWID,even ban users...but i think that's not problem because i have also a ban user.

Dynamic Error is a other Problem. I just cant test that because i never become this Error.

HWID is from your Computer not from your Account, so it can be that the banned Account has the same HWID.

i cant get it why im getting this error i pressed thanx i registered my hwıd but still not authorized i think i will wait since hwıd deleted

Also report it to admin or mod...Neku didn't found your HWID regist,so this may be a bug.Or program bug :/
