type in exactly this (with the dot before -Dragon):
java -classpath . -Dragon QOProxy
if this doesn't work you have to set up your classpath
to do that type in:
set CLASSPATH=C:\<directory>\<java version>\bin
example:
C:\Program Files\Java\j2re1.4.2_11\bin or
