does the licence count for only 1 boat or all ur boats?

hello, does anybody know what you have to put in enemy list if the enemy guild id is 17?
is it then gID17 or just 17?

not working with me as well.. hope its going to be fixed soon. every day it doesnt work, it cost me pearls, mojo and a day licence.
