Here is my experience with getting this to work:
Before I go any further, I only got this to work after figuring out that the instructions they are giving for it are wrong, albeit not by much, but still wrong. (No offense guys but I call it like I see it) Anyway here are the steps I use to get it to work:
1) Enter the game - (Needs to be in Windowed Mode, however you only need the game on 800x600 if you what to use the vinyl bot to add the vinyls for you.)
2) Enter Safehouse and select the car you want to apply your vinyls to.
3) Enter Vinyl Shop and add NFS Logo somewhere on the car and make it Red (Slider all the way to the top, very bottom far right color option.) Save and return to Customize Menu.
4) Re-enter Vinyl Shop. Once in the shop, then open the Vinyl Artist Program. (NOT BEFORE) In the Vinyl Artist program, click the green 'Set' button. Now save and exit back to the Customize Menu again. (DO NOT ADD ANY VINYLS)
5) Re-enter Vinyl Shop once more and start applying NFS logo vinyls (or Heart vinyls) for however many vinyls the design you want to use requires. Again, you can add then manually, but if you want to let the bot do it for you, have the game on 800x600.
6) Once you have the correct amount of vinyls on your car for the design you want, make sure you have the correct design selected in the Vinyl Artist program and then hit 'Load.' (For good measure, I usually hit 'Load' about 4-5 times as there have been occasions where hitting it once didn't work) Now hit 'Finished Customizing' in game and you should have a prompt to confirm your changes.
There should be a cost to complete the changes, which shows that you completed the steps correctly. However, IF YOU DO NOT HAVE THE REQUIRED LEVEL FOR THE VINYLS YOU ARE TRYING TO APPLY IT WILL NOT WORK. This should be obvious, but it seems it needed to be spelled out.
Additionally, if you want to change from one design to another, you have to remove a vinyl before the amount you need and place a new vinyl before saving or it will not work!
Example:
If you want to change from Vinyl A to Vinyl B, where A requires 27 vinyls and B requires 23, you need to delete existing vinyls on your car to make the vinyl count 22, then add a new NFS logo as the 23rd and then finish customizing. Same is true for Designs that both require 31, delete 1 existing vinyl and add a new NFS vinyl and then 'Load' your design. (Took me a while to figure this one out)
