What's this '' user32.dll '' ? I don't know where can I find this. If I don't have it, where can I get it?

Alright so iv tied everything. iv reinstalled NET Frame 3.5 iv set the correct ratio to 4x3 and my MS is set to 0,6. the problem is when it doesn't shoot. i charge it some and hover over an enemy and it doesn't fire. i'm using win-7 64 bit

same issues here but im in 16x10 ratio fullscreen. Ive tried "start"ing on the bot when in a map, when in the lobby and in the waiting room but it doesnt work for any instance.
