The reason you don't need it, it's 'cause your OS is recent, and the needed drives come pre-installed. Earlier Windows versions usually don't have the drivers needed to run certain hacks written with more recent programming software.
The .dll is from an older version and meant to be injected. You can delete that one. The manager is a stand-alone .exe file.

[Nyamochka's Item Manager Guide]
- Run Item Manager as Administrator; (Vista/7)
- Start S4 League;
- (Optional) Log In with ALL Caps or RaNdOm caps username;
- (Optional) Change Language server if you crash in your 1st choice;
- Enter your inventory, equip all the disired Clothes and Weapons (Usage-Timed, aka, Fumbi);
- Click on the Item manager list, then on the field above and enter a profile name: pex.: Camp equips, TD.ATK...;
- Now UNEQUIP ALL, we want your chara as nekid as they were born to S4L;
- Double Click the profile you want;
- Change Chara (>lvl5) or Go to Shop/Characters and onto lobby/inventory again (<lvl5);
- Tada! Now your not using your clothes/weps, they're timmer is not running out when you join a game, and you get to keep they're PLUSes;
- To Change Profile (or STOP using the item manager), simply press Restore, then to equip again follow step 8 and following again.
