In my personal opinion i think that you need:
HP1,Shield Engeeniring,HP2, Bounty hunter 1,Shield Mechanics,
Bounty hunter 2,rocket fusion 5/5,Maneuvers 1,Maneuvers 2,
That are the most important i think...maybe the head-seeking missiles but they arent that important and 5% isnt that much...
Put some PP on the expirience skill ? It will help you for rank points.

I'd also recommend him to put 5 PPs in honor. 25% is quite a bit!!!
