same problem on mine..
but in mine . it was in other server.. only on mercury works..
in my venus not working ~_~

Only if this error won't show on your screen "application failed to initialize properly(0c0000135)" and you don't needed to install .NET FRAMEWORK otherwise it required.

try to use another injector at the first page...

DirectX 9.0c (Jun 10) is Installer software and i think those offline games have this installer in redistribution folder...

i can only remove Pop Message due to can either see the result on D3D Menu...
