Simple answer: You can still do higher level quests as lvl 30. Thats why they released RXP guides from 1 to 35 during beta.

Dungeon guides are only made up to lvl 30 so far.

All these guides were working fine during beta. I tested them myself, so if people are missing stuff, then they are just too retarded to use it right.
