I created a new database called "emulator" no quotations
This is how my folder looks like and the textdata folder has all the textdata files.

start> all programs> mysql
setup the server
then go back to navicat

first of all it big load in game and take alot of time to log in username and pass and then give C9

the correct version is 1.252 so that could be your problem. Download 1.240 and it will update to 1.252
