Shilling is common in wow scene as well, I see it happening all the time. DMA business is a shit business to be in, the sales are not that great because the userbase that owns DMA's is not very large like the internals/external cheats.
Also, you pointed out the second part "genius marketing", these legit and non-legit posts outside of the blackmarket marketplace shouldn't be a marketing vehicle for the OP of this thread. Not only is this a conflict of interest, but he's also using it as a vehicle to advertise outside of the black market.
Jus because he's a respected/trusted developer, doesn't make it good for him to host a list of other providers, while he is a provider himself.
Like I said previously, it's like being the judge at your own trial, has nothing to do with his legitness as a developer. I just find it slightly disturbing that a cheat maker is the deciding factor as to who gets on these lists, and who is not detected/undetected
These lists should have zero bias or exterior motives such as using it as your marketing vehicle. I'm sorry, but being a reputable developer owner of Proofcore immediately makes you have a bias for your product. This was just his way of indirectly marketing outside of the marketplace and making sure people see his products front and foremost over everyone else.
The fact that the admins of the forums allowed this to happen for this long is actually surprising to me, most likely it comes down to the amount of money and pays them advertising and whatnot. Anyone with any common sense would agree this is a conflict of interest.
Once again this isn't me saying Proofcore isn't reputable, this is me saying they shouldn't be managing these lists.
