Because Electus does offer "godsend" skills, those need 5m SP each to level them up (they have several levels)
Those are made to a) balance classes and b) to force people to go for certain quests/activities to obtain those SP (boosts overall activity and lategame)

It's for both classes but let me tell you, EUs have a disadvantage at the beginning.
Many of their skills such as pain quota, bless spell, life turnover get their full power (PQ not available at all at first days) as GS skills while CH chars have their full power in the normal skilltree alrdy but in addition additional power in their GS skills.
