Just because it's the MOST balanced cap, doesn't mean it's balanced ;) The original damage balance of Chinese vs euro at 110 cap is crappy, it needs work and there is no doubt about it.
The sooner you stop denying it and start thinking about what it exactly is that needs to be done and improve your way of testing it, the sooner you get the players back that only play chinese chars.
Just some tips:
Testing is done with same + set and same + weapon. It is kind of pointless to say that Chinese can kill euro if they have a higher + weapon.
Get someone that can actually play a euro char. Because if you kill a warrior at the original balance with a glaive, than you have obviously found one that can't play his build.
20% damage increase has been done (at a few PvP-servers) through a custom buff-skill that was added, it made Chinese even stronger than euro. I'm guessing that the increase has to be around 10-15%, but that's up to you or the rest of the staff to test.
