in this case the issue seems to be in the DB

No rly easy you must add a Button to the PK Mode in Options and Try Again and make in this Opt:
T game.cash_usable_server:1
to
T game.cash_usable_server:0

and Have Fun

Es liegt daran, das die Datenbank (Nein, nicht die Datenbank des Packs, sondern die allgemeine Datenbank, sprich MSSQL) langsam ist, da euer Rechner nicht auf einem Server basiert.

Sprich: Habt ihr 'nen Server, ist der Server laggfrei.

it has been said many times before, this will only work on 64 bit OS, so unless you have a 64 bit system, dont bother with it...
