I have purchased a new computer. My HWID has changed, I do not currently have an active SystemCheats subscription. When I try to log in to the launcher, a window appears with a warning that my HWID has changed. When I press confirm the change in HWID and follow the link, a warning appears that I do not have access

Just go to main page of forum and scroll down for hardware id reset forum and post there your request.
