This is happening VERY consistently, where certain cities are being skipped during the build/farming phases.

Did you by any chance change the priority setting? Make sure it is set to 1 in every town.

No that is not possible. Although, some parts of the interface are translated automatic (e.g. building names).

The most important part is to NOT use it on servers that are only a few weeks old.
Also you can use the scheduler to specify at which hours you want to farm.
