Let me be clear: HWID and IP flagging are legitimate concerns in World of Warcraft.
I don't know where you obtained your information, but I can confidently say that HWID flagging has been in place for a long time. It is specifically used to combat market manipulation, exploitative behaviors, and various botting activities.
It doesn't function the same way as HWID banning in FPS games, where a player receives a permanent ban regardless of whether they cheat on new accounts. Instead, flagging means that new accounts created on a flagged computer will be monitored for botting activity. If suspicious activity is detected, action will be taken more quickly than it would for an account without an HWID flag.
