If you did nothing wrong , I can only guess you just got unlucky.

it works only item change for clothes (no ench. manupulations)
but you can do whatever you want to weapons + skill

Enchant manupilations do work for me.

Make sure you haven't done any forbidden crafting and did not use any forbidden Id's

also make sure you downloaded the requirements.
