it's not. i assume you spoke with the wrong npc to complete it

I did the quest got all the ingredients , went to the NPC of the quest he showed that i could get 100k sp and Ostrches , i pressed confirm to get the rewards and it didn't complete the quest was still there.

you shall talk with the boatman to complete the quest and receive your rewards, like the quest description says.

i seriously doubt that. it's working fine and a few people including me successfully made it.
usual mistake is the wrong npc.
