Doesn't matter if you have a lot in one area but lack on another.
So you could have a lot of RAM, but if you lack disk read then its all stuck.
So more VM's means that you are dividing your Disk Read Speed for each VM, CPU is being shared by all, You need memory to bot the VM's (not much 400mb is already a lot), Some graphic card that have memory for all vm's 1gb its enough and in the end internet connection since you are running multiple clients.
To overcome the disk read problem you have two options, install VMs in different disks, or buy SSD.
Memory it's easy and cheap, just buy some sticks, and count that each VM could consume more and less 500mb (even if you set 400mb the memory is shared between all so the value it's not straight, basically if VM needs more memory will ask for).
2.4GHZ is very low speed, I recommend an overclock on that, You could easily achieve 3Ghz just buying a new cooler.
Internet speed I dont think it will be a problem since you will not run so many clients on that setup ( you lack CPU power)
I will give an example:
i7 overclock to 3,7GHZ
2x SSD
16GB ram
1GB memory Card.
I run 25 clients, where the loading game (not ingame) its about 5-6m, with 20 clients its 4-5m load game, with 15vm its 3-4m.
Note my memory is already on "top" with 25 macines. and machines are divided by the 2 SSD.
