umm do you happen to have any idea as to why when i click NewestCOserver.exe it wont work?

NewestCOserver.exe it keeps saying this:
NewestCOserver.exe -.Net Framewirk Initialization Error
"Unable to find version of the runtime to run this application" This comes up every time was wondering if anyone had any solutions or ideas as to why this is? anyone?

im on an old computer made in 04 anything i need to download to fix it?
