In events, job, or any specific system PC limit is 1 and IP limit is 2, so these limits wont affect any areas like events job etc. You can give a try and I am suıre that you will understand what I mean :)

It was online as 40 cap for 1,5 month. There will be fresh start with 60 cap. All characters will start as 40 level and there will be moon+5 starter items, so new players wont be at back of old ones.
