After reading up a little, I think this server would've benefited starting off as 100 cap, then slowly moving to 110 after a few months.

Yes warlock is kinda op, about honror rank u should do a fair way to obtain them, to avoid cheaters!

Where is the server located ? Will it be lagfree ?

About the rates, I agree with 100x +
70x is the middle which makes you lose more time than anything else, better low or high. But mid/high-mid is boring. (My own opinion).
