You are wrong...I fixed the Quests without even knowing the real Structure :D If you don't believe me write me a pm i will show it to you :D everyone can fix it if you do have a brain.
(Well it took me a while but finally i found the solution on my own with 1 or two hints like "There are some new fields in 7.4 QuestResource")

You can rebuild the textids and well perhaps i don't have the originally structure of the questresource but it's working fine with texts etc. and adding Vulcanus Quests...well it costs me 3 minutes :D

Everytime you got something working someone posts the complete fix for the leechers...I don't like that :D

Of course it can be rebuilt from scratch. ncarbon rebuilt all the 7.3 tables before the official databases were leaked. Realistically most people aren't going to be able to do that though and it doesn't make a lot of sense to expect them to. In the near future all the important rdb file formats are going to be released along with a good portion of the map file formats.

The ItemEffektresource dont fixx the wing effects xjiezu only delete the effekt id in item resource

Makes sense. I don't know what all is in the database he released. For that matter I don't know if they work in the database I have either, haven't tested most of the 7.4 items.

Or you make self open Itemresource with editor
Search id and Effekt id and fixx ^^ or you can look to the passiv wings
Is the self id for aktiv only the last number is lower
I think it was 27 for aktiv and 28 vor passiv ^^
