The notification layer has a mistake (it's not after 3 kills, but actually after 5) and also forgot to mention the special rule for when being at War.
Diminishing design rules:
If a player receives honor points or experience points from the kill of the same player more than 5 times in one day (being one day from 00:00 until 23:59 hours, server time) the amount of honor and ep received is reduced for every new kill of the same player.
After the fifth kill, each new kill will perform a reduction of 15% on the default honor and experience. So, if a default value received from the kill of a player was 100, with the 6th kill of the same player the value awarded will be reduced to 85, with the 7th kill 70 and so on till reaching 0. This is then reset the next day.
When the Honor rewarded for killing a player reaches zero, the destruction of this player will also stop adding Kill Points to the aggressors ranking.
When the server time reaches the 00:00:00 hours the kill counter will be reset to zero.
However, if the player is at war with target pilot, the diminishion will start after 10 kills instead of 5.
