I'm not sure if the accounts are actually lvl 1 or Riot has to update them. But he told me like 3 days ago that they're finished so I guess it's depending on Riot and not him.

Yeah I think it is riot just updating because I saw a red post of them saying their is like a weekly update since I googled LoL referral lvl 1 and found some guy with the same problem hopefully not too long.

I think it is a weekly update because mine are lvl 1s as well but I remember seeing a red post saying that it is a weekly update. again I can be wrong.
