Normal HDD + 8 GB RAM = 10 Machines + 16 = 20 + 32 = 40 VM's (32gb ram = 160 euro)
SSD + 8 GB RAM = 32 Machines, Althought u need a 320GB SSD disk for it which cost way over 160 euro :p

Doesn't matter if you have 32 GB, if you are using only one HDD for all VM's you will have troubles, Read/write speed is divided by the number of VM's.
Unless you run the VM on Ramdisk lol, but that is quite large amount of RAM needed.
So if you want to avoid the use of SSD, you need multiple HDD to divide the VM's. Just buy the SSD, it's cheaper now.
