Skills work 100%, try adding a 40% Ramming skill and the Heavy thing on a Rhino and watch the cops flying! Or add a 5.0sec perfect start duration on Z06 Corvette.
Performance may corrupt the Physics profile hash. Happened to me yesterday. Recommended not to use.
Aftermarket works pretty much just like you described it.
Rivals, didn't look too much about it. For me the Rhino is a B Class. The Charger a maxxed B Class or a low tuned A Class. The Z06 a fully A Class or even a slighlty tuned S Class. Thx for taking a look.

And again, you have my permission to add them.
The last days I took a look in the game files, and found a bunch of "new" cars. Such as:
- FAKE
An unfinished Mitsubishi Eclipse Juggernaut Edition (along with the unfinished 370Z TH edition)
-A special version of the '68 Pontiac GTO along with a Supra. (Viscust) (From the VISual CUSTomization, they are a kind of "test" cars)
-FAKE
A second version of the BMW M3 GTR Most Wanted Edition.
-FAKE Along with Porsche 911 Turbo "Rose"
a GT2 version exists too.
-A stock version of the Mazda RX-7 (FC35)
-Another Police Corvette Z06 that all 4 wheels spin and turn at the same time (Worse handling than a Viper....)
I also experimented with the removed cars. I added the Porsche 918 RSR. Works in free roam, pursuits and TEs, but bugs the car dealer and decreases the number of cops that appear in Pursuits(This possibly happens becuase I have modified gc.vaults)... Dodge Charger SRT 2012 crashed the game 99/100 times. Got some pics of the Porsche but that's it.

PS* I'm working on a "guide" that contains all cars along with hashes they use in game. (IDs, Physics, Car Dealer Hashes). Once I finish it, I will release so everyone could take a look in the cars they are interested.
(Won't happen anytime soon, having to write all that for about 450 different cars, excluding the double versions, I mean the speed boost ones, will take time.)
