C#, and it does not send packets to the server.
I found the functions that moves the player left, right, up and down in the PWO and modified the memory as well as everything else such as encountering shinies, pokeID found, receiving PM's, running away, etc. Every single feature in this bot relies on reading or writing the client's memory. Finding all these is probably the hardest part of making the bot. Coding it into a bot is actually easy.
If you're interested in programming a bot similar to this, just search up WriteProcessMemory and ReadProcessMemory APIs. Hacking into functions that are coded in PokeMMO's client, however, will be much tougher. You'll have to understand at least a little bit of reversing.
That's the road I took so I can make my bot work minimized since it doesn't require the use of mouse clicks, or key strokes. If you do not care whether the bot works minimized, then you can easily use SendKeys function in C# along with pixel detection.
I probably won't give you the entire source, but if you need help along the way, I can show you snippets of what I did for certain features.
