Actually the .PKG format is the same as DataFiles, idk why NosSuite can't handle it.

Also some time ago I made a tool to download all .pkg datas from a server, unpack them and rename the stuff, here's a output while fetching KR updates:

Es gab schon immer eine Maximal Geschwindigkeit vom Clienten und das ist 59~ ist es auch immer noch xD

Ja gut aber vom Server her wurde man vom Server gekickt wenn man zu schnell war als normaler User.
