Your antivirus software deleted files from Electus folder. You have to turn the software off and download again > launcher update > Add the folder to exclusions, done

It is not bugged. We set a proper cooldown for the snowshield bcuz you can force-use it with mbot/sbot after you teleport. However we will disable this function for a few days until people get to level 90
