Yea a addon is not a exe file. You drop it in Drive\World Of Warcraft\_retail_\Interface\AddOnsQuote:

Thank you so much, I hadn't played in 2 1/2 years and I couldn't find the interface/addon folders.
Apparently folder structure was changed with 8.1 and that's what threw me. I thought I had a faulty download or install because it looked like so many folders were missing.
That threw me off completely lol.
