Since server is quiet is perhaps some of the reason due to the language spoken. It is a French/English based server. Would like players opinions as to whether this is a factor in playing a server with that is not English in Trade only....

Well having mixed language servers aint so good as ppl have right to speak language (french) what others (international/english) dont understant. And as english is international language i dont see reason why server cant be english only. What comes to mixed up language servers... well i just havent seen succesfull server what has many ppl and has good pvp and community what lasts long..
My point is: You never know what others say on pvp raid or TC if its other language as atm Legacy is FR/EN. If server wants more ppl on and stay at server i would say make it english only in TC / boss/pvp raid.
But hey its just my opinion..

We are thinking about some rules to control the Trade chat and Raid chat to English only. But we will keep both US and FR game client! (We also plan to build and DE game client in 2016)

I think it is more important to fix the server the bugs and fix the clients we have before doing more. Item mall and fixing In game mall. There are far too many items in their that are not needed and not used.
Also weapon descriptions it does not specify which classes they are for.
And all the other fixes.
I think more players will join once things are fixed properly.
You have a unique server but it needs completion.
