Because Ivan cracks the bots. And he sell the licenses to the resellers (wholesale) and then the resellers look for customers and sell them (retail). Or maybe resellers ask Ivan for x amount of licenses and pay him, and then the reseller sell them to the bot users.
What Ivan do is much more easier (in the way of selling them i mean), and what resellers do is spend much time with the customers (selling, support service, etc).
That's in my opinion why Ivan don't sell licenses (so often).

and buying from a reseller is better because ivan isnt always on and theres lots of resellers so in a way paying more is worth the service
