Hmm, it looks like you have somehow changed some pak files in the process.
When you make a backup of Aion\Sounds\voice in step 3, make sure you copy the folder, and do not rename or move the original one. You need the original files.
If you do this correctly the launcher will not ask you to check and repair files.

Lol the rar did not contain a .pak file it contained a bunch of .ogg files

That is exactly the case. If we were to replace an existing pak file, the launcher would detect the change and restore it back to the original version.

Japanese OB just started on 7/7, 7am. There are no updates to the voice files.

you do realize that there is not actual "korean" or "japanese" voices in the game its all made up language. not a single world is korean,chinese or japanese. so i dont see how changing something will make a defference when all the versions of the game have gibberish as the voices

lol no only the spell casting voices are gibberish everything else is in korean/japanese.

For the Japanese version, they hired many famous voice actors and re-recorded ALL the voices in the game. This includes Japanese spoken lines in cut scenes, voices for NPCs, voices for players (4 each gender), and also all the gibberish skill and spell voices. It is a massive re-make, there are more than 8000 new voice files.
You should definitely  to see what this is all about.

Hi, sry I know it is a old post, but works this on EU-client 1.5 too?
I saw that this post wasn`t actualised for month. So I ask because I`m watching for a way to change exactly this sounds to japanese.

try it 
but afaik these voice files are 1.2 and eu is now 1.5.
so you won't have everything with voice

blutjaeger tried to put Japanese Voice on Eu 1.5 but don't say if it work.
Someone has tried to do the same thing ? Does it work with Japanese voice Finally ?

Hey guys, someone has uploaded the character voice files from the Korean Aion client. It has all the voices like player character, NPC, and cut scenes! If you are playing the Chinese version you might notice all the voices are missing, that's probably because they're too cheap on the translation and only did the texts...
