ok just wondering for private servers do you have to pay blizzard to play on a private server or is there a way to make a account server to get around haveing to pay

no, on private Server you don´t have to pay anything (usually).
if you want to play on Blizzard´s official Servers, you have to pay approx. 13€, theres no way to get around of this.

Use the feature "Invite a friend" and get 1 Month for free :P
