Sorry for the wall of text. This is explained in details. You probably will learn everything you need to know just by watching the video
Requirements :
1. Basic frost spec - 20/0/51 or anything that has Ice Barrier and / or Deep Freeze is recommended. Remember that Deep Freeze now does high amount of damage to targets (mobs) that are immune to stun.
2. Minor movement speed enchant on boots - I've tried without it, its still doable, but I strongly recommend that you use it.
3. PvP trinket - I would recommend that you use the Wintergrasp pvp trinket since it provides offensive stats such as spell power / attack power / critical.
4. Slowfall Glyph - I believe everyone already has this one, but anyway you could just buy / farm some feathers. You will probably need around 5-10, depends on how good your gear is.
Optional :
1. Glyph of Evocation - it's always good to have this one, but once you understand how to kite him without getting much hits it's pretty easy to bandage yourself up.
2. Battlemaster trinket - This one I recommend, because it provides offensive stats and the HP on use stays after the effect expires (unless you are already full hp)
3. Hit gear - As you know the raptor boss is counted as 3 levels above you. That means you need 17% chance to hit for 100% spell success. Of course you most likely wont have that much hit without Precision (talent in frost tree +3% hit). Basically this is not critical, but it makes the fight bit faster.
4. Four pieces of tier 10. Since you dps to boss mostly when mirror images are up this will greatly increase the speed you kill him. And again you don't need this.
The trash :
Here is 3 pictures describing exactly which trash packs you are supposed to kill before you are ready to pull.
Also there is 1 or 2 more patrols that I didn't mark on the screenshots (one is berserker on the way to the spider boss, the other is a snake patrol next to the big snake pack on 3rd screenshot)
The video :
Few things you want to know about it. Notice how I'm using Slowfall before I jump, so I avoid any more hits from the raptor, also getting good distance from the boss himself (since he's running slowly). You should also use 2 globals before you land for Summon Water Elemental and Mirror Image. Your goal is to kill the raptor as soon as possible before the boss reach you. Remember to use Deep Freeze.
Next step is kiting the boss to the cliff and jumping off it with slowfall to avoid too many hits.
Then you need to kite him all the way to the spot where he is standing before you pull him and again jump over him with slowfall as you can see in the video.
IMPORTANT! :
1. He is performing CHARGE ability quite often, so you need to constantly jump while kiting him and blink as soon as he reaches you with it.
2. Make sure you use your PvP trinket (Will of the Forsaken) as soon as he fears you, unless he's doing whirlwind at the same time and you are out of range.
3. Keep Ice barrier up every time you are about to make a turn on the 2 spots. You can skip Ice barrier if he's too far away and you have blink ready.
4. Don't waste your mana while kiting him, you are going to need it as soon as mirror images are ready !!!
5. Basically you dps as much as possible when mirror images are up (obviously).
6. It's good way to get more distance by casting water elemental while he's casting his threat resetting ability (*** is watching you.). As soon as his cast is over you can use water elemental frost nova to get the agro with your pet and get some distance to shoot him from.
7. You have 2 Ice Blocks, use them wisely, especially if you are doing this for the first time you will notice that he may have some swift RNG charges (faster than your blind cd) and you might have to use it at this point.
